Delivering flexible New Deal through Partnership Working

Flexible New Deal (fND) is designed to build on the success of the current New Deal programmes for those claiming Job Seekers Allowance and provide skills support for those who are furthest from the jobs market, helping them to achieve sustainable employment.

Flexible New Deal will operate across England, Scotland and Wales. The first phase of 14 'Packages' is due to begin in October 2009 and the second in 2010. Each geographical 'Package' will span one or more Job Centre Plus Districts. Of the 14 fND Packages 4 will have a single provider whilst all others will have two providers. The implementation of this new initiative will be in two phases.

The Department of Works and Pensions wish to select prime providers in each 'Package'; these providers will mange a diverse range of local delivery partners across the area. Shaw Trust has been invited to submit a full tender in 9 of the 14 'package' areas. These are:

Partnership working is at the heart of flexible New Deal. We are looking to develop relationships with other organisations interested in a partnership approach who can demonstrate that they have the expertise to deliver flexible personalised support with a focus on successful and sustainable outcomes. By working together fND provides us with an ideal platform to offer a holistic range of solutions to best meet the individual needs of customers who are looking for a different way out of long term unemployment.

We are looking to work with both National and Local organisations who can either deliver services across multiple fND areas or at a local level in a specific area.

This process has been designed to be open and transparent in order to provide opportunities to applicants from all sectors and to enable Shaw Trust to select the most appropriate partners to support delivery of flexible New Deal in the Districts in which we are successful. However there may be instances where we will be required to proactively identify specialist providers should the needs not be addressed sufficiently by the applicants in this process. All such applicants will be subject to the same level of assessment and scrutiny against Shaw Trust's selection criteria.
